Moo te tuunga | About the role
Mokopuna Ora is a kaupapa Maaori strengths-based and whaanau-led model of care and protection. We work to ensure whaanau and hapuu can be actively involved in decision-making on how their mokopuna can remain safely in their care, while reducing the number of Waikato iwi mokopuna entering and remaining in the care and protection system. In situations where mokopuna are unable to be cared for by their whaanau, hapuu, or iwi, we support their connection to their whakapapa and cultural identity.
Mokopuna Ora is at a watershed moment, Oranga Tamariki is seeking to devolve its statutory functions to the community. In response we are entering a period of discovery, feasibility and service design where we will focus on developing our own indigenous care and protection model.
The Strategic Systems Analyst – Mokopuna Ora, is a care and protection, eco-system-facing role that connects strategic intent with practical delivery decisions.
This is a role for someone who can move beyond traditional business analysis into strategic insights and systems thinking, and influence decision-making across complex statutory and organisational environments.
Working alongside key stakeholders across iwi, Crown and sector partners, you will help:
Shape and interpret eco-system-level insights that inform direction and decision-making
Contribute to the development and evolution of outcomes-focused approaches for Mokopuna Ora
Support strategic thinking across initiatives that span multiple organisations and perspectives
Strengthen capability across the team through guidance, mentoring and shared practice
This role suits someone who is confident working in complexity, comfortable with ambiguity, and motivated by outcomes that have long-term impact.
Ngaa puumanawatanga oou | What you will bring
You will bring depth of experience in business analysis or related fields, alongside the ability to think systemically and work across diverse stakeholder environments.
We are looking for someone who demonstrates:
Strong analytical and critical thinking capability
Experience working across complex, multi-stakeholder environments
The ability to turn information into insight that supports decision-making
Confidence engaging with senior stakeholders and navigating complexity
A collaborative, grounded and thoughtful approach to working with others
Extensive experience within complex transformation or change environments
An understanding of or willingness to learn about te ao Maaori, iwi systems, or public sector environments will be highly valued.
A relevant tertiary qualification is required. Certifications in business analysis, Lean or Lean Six Sigma, and project management would be advantageous. Knowledge of Waikato-Tainui history and Te Whakakitenga o Waikato governance structures, alongside proficiency, or a commitment to developing proficiency, in te reo Maaori, will be highly valued.
Applicants with a predominantly ICT-focused background may find this role is not the best match for their experience.
