Te Pae o Tararua: Ōtaki to North of Levin (Ō2NL) highway will dramatically improve safety, resilience, and efficiency, while increasing transport choices for a growing population. The project is being delivered in partnership with NZ Transport Agency Waka Kotahi, Muaūpoko Tribal Authority, local hapū of Ngāti Raukawa ki te Tonga, and Horowhenua District Council.
This is a transformative infrastructure project being delivered using a two-alliance model. Our shared project principles include treading lightly on the whenua, building strong partnerships, and delivering an enduring legacy. We’re looking for great people to join us on this unique journey.

As the HSE Manager, you will be a key member of the Alliance Management Team (AMT) providing strategic and operational leadership across health, safety, wellbeing, and environmental performance.

About the Role
As the HSE Manager, you will be a key member of the Alliance Management Team (AMT) providing strategic and operational leadership across health, safety, wellbeing, and environmental performance.
Key Responsibilities
- Provide visible, values‑led HSE leadership across the Alliance, influencing a strong safety and environmental culture.
- Own HSE governance, ensuring compliance with all health, safety, environmental, and regulatory obligations.
- Drive critical risk management, including hazard identification, controls, and assurance processes.
- Lead environmental performance, including consent compliance, incident response, and sustainability initiatives.
- Build trusted relationships with regulators, stakeholders, iwi, and Alliance partners.
- Provide clear reporting, insights, and leadership across HSE performance to support decision-making.
- Champion Zero Harm and Just Culture, promoting wellbeing and shared accountability across the Southern Alliance.
- Tertiary qualification in Health & Safety, Environmental Science, Sustainability, Planning, or a related discipline, or equivalent senior leadership experience.
- Formal incident investigation training (ICAM or equivalent) (preferred).
- Significant experience leading HSE or Environmental functions on major infrastructure or construction projects, with accountability at Executive or Board level.
- Strong working knowledge of New Zealand health, safety, and environmental legislative and regulatory frameworks.
- Demonstrated experience operating in alliance or complex, multi‑stakeholder environments.
- Experience providing governance‑level reporting and assurance to senior leadership.
