The role

1. Lead and oversee the governance of software licensing across Application Services, ensuring a comprehensive, accurate and auditable licensing position.
2. Lead and coordinate licensing audits and assurance activities, providing regular, high-quality reporting to senior stakeholders on compliance posture, risks and opportunities.
3. Provide strategic advice and direction on software licensing procurement, partnering with Application Sourcing to optimise value, manage risk and support future capability needs.
4. Drive compliance with enterprise governance frameworks, working with system owners and custodians to ensure alignment with Bureau policies, standards and regulatory requirements.
5. Develop and maintain forward-looking licensing roadmaps in collaboration with Application Lifecycle teams, identifying risks, opportunities and alignment with organisational priorities.
6. Deliver transparent, data-driven reporting and insights on license usage, enabling informed decision-making by users, system owners and executives.
7. Collaborate with DevSecOps and Architecture functions to shape tooling and platform roadmaps, ensuring alignment with strategic technology direction and DDG priorities.
8. Lead and manage projects and initiatives to strengthen licensing governance, compliance and optimisation outcomes across the Bureau.Other duties as required to contribute to IT Services program outcomes.

Job description

The Technical Lead is responsible for providing technical leadership, guidance and oversight across a portfolio of business-critical applications and technology services. The role leads the design, implementation, enhancement and support of technology solutions, ensuring they are secure, reliable, scalable and aligned with business objectives and enterprise architecture standards.

Working closely with business stakeholders, delivery teams, vendors and service providers, the Technical Lead is responsible for translating business requirements into effective technical solutions and ensuring the successful delivery of projects, operational improvements and sustainment activities. The role provides technical direction to multidisciplinary teams, supports strategic planning and contributes to the ongoing evolution of technology capabilities across the organisation.

The position plays a key role in driving technical excellence, managing risks and dependencies, and ensuring solutions are delivered in accordance with governance, security and compliance requirements. As a technical specialist, the Technical Lead provides expert advice and supports the continuous improvement of systems, processes and ways of working to achieve positive business outcomes.
