At COP, we’re here to unlock the full potential of offshore wind to power the world, and there’s no time to waste.

As part of our team, you’ll work on market-leading projects with some of the most experienced and passionate people in the industry. Together, we get stuff done and own the impact of our work, with respect and safety always at the core.

Founded in 2015, we are the exclusive offshore wind development partner to Copenhagen Infrastructure Partners, the world’s largest dedicated fund manager within greenfield energy investments.

So, if you are ready to go further than you ever imagined, we are eager to hear from you and encourage you to apply.

The role:

As Onshore Development Manager, you will lead the onshore development, permitting and consenting activities supporting COP’s offshore wind projects in South Korea.

Based in Mokpo, you will take day-to-day responsibility for coordinating the permits, assessments and consents required for the development of onshore substations and transmission-line facilities. You will work closely with the Development, Stakeholder, EIA and EPC teams to ensure that onshore activities progress in line with project schedules and development priorities.

You will also coordinate contractors, monitor land acquisition and resident compensation interfaces, and engage with landowners, residents, local governments and regulatory authorities. Through proactive planning and early risk identification, you will help remove barriers and maintain momentum across a complex and highly interconnected development workstream.

This is a hands-on, site-based position requiring strong local knowledge, sound judgement and the ability to bring structure and coordination to multiple development activities.

You will join an international team of development specialists and report to the Development Director. The position will be based in Mokpo and offered on a fixed-term employment contract

Your key responsibilities will include:

  • Develop and execute the permitting and consenting strategy for the onshore infrastructure required to construct and operate COP’s offshore wind projects in Korea.
  • Lead the day-to-day management of site-based development activities, schedules and contractors, working in alignment with the Development Lead.
  • Coordinate the permits, assessments and consents required for the development of onshore substations and transmission-line facilities.
  • Manage key interfaces relating to land acquisition and resident compensation, monitoring risks and issues and ensuring timely escalation and mitigation.
  • Build and maintain constructive relationships with local governments, regulatory authorities, landowners and local residents, in close collaboration with the Onshore Stakeholder Manager and Land Acquisition Manager.
  • Participate in meetings with external stakeholders, including government authorities, NGOs, consultants, universities and researchers involved in the development of onshore infrastructure.
  • Coordinate closely with the Development, Stakeholder, EIA and EPC teams to ensure that permitting requirements and project dependencies are identified and managed.
  • Appoint, coordinate and oversee contractors and specialist consultants supporting onshore development and permitting activities.
  • Prepare documentation, decision papers, development plans and progress reports relating to onshore permitting and consenting.
  • Monitor project schedules, contractor deliverables and critical development milestones, identifying potential delays and recommending mitigation actions.
  • Maintain accurate and traceable records of permit applications, regulatory requirements, stakeholder commitments, decisions and project risks.
  • Provide practical, day-to-day support to the wider project team on onshore development, permitting, stakeholder and regulatory matters.
  • Promote a collaborative and safety-conscious approach across all site-based development activities

Your experience:

We are looking for an experienced development or permitting professional with a strong understanding of how major renewable energy or infrastructure projects are progressed through the South Korean regulatory environment.

You are likely to bring:

  • A bachelor’s or master’s degree in Engineering or another relevant discipline.
  • More than 10 years of relevant experience in the permitting or development of onshore renewable energy, power or infrastructure projects in Korea.
  • Practical experience managing permitting and consenting processes for large and complex projects.
  • Previous experience in site-based project execution, including schedule management, contractor coordination and contract-related activities.
  • Experience coordinating regulatory approvals for substations, transmission lines or other major onshore infrastructure.
  • Strong knowledge of South Korean permitting and development procedures.
  • Experience engaging with government authorities, local governments, landowners, residents and other external stakeholders.
  • Experience managing consultants, contractors or specialist advisers within an energy or infrastructure project environment.
  • The ability to identify, monitor and manage development, permitting, stakeholder and schedule risks.
  • Strong communication, coordination and stakeholder-management capabilities.
  • The ability to prepare clear documentation, decision papers and project reporting.
  • A proactive and cooperative working style, with perseverance and close attention to detail.
  • The ability to prioritise and deliver activities against demanding project deadlines.
  • A global mindset and the ability to collaborate effectively with local and international colleagues.
  • Professional fluency in Korean and the ability to communicate effectively in English.
